Rumor: Martin Freeman Connects Avengers: Age of Ultron with Captain America: Civil War

Remember in Avengers: Age of Ultron where Klaw (Andy Serkis) is on the phone and, after threatening to send a missile where the sun doesn't shine, says "Now, Minister, where were we?"
The "minister" in question might end up being Edward Chase, Prime Minister of England in the Marvel Cinematic Universe, according to Latino Review.
The website also claims Chase might be a villain, pressured into action against the Avengers after numerous British soldiers are injured near the start of Civil War.
Last month, IGN reported that Martin Freeman will be in Captain America: Civil War, though we were not sure what his role will be. There are rumors thatFreeman will be in both Civil War and the Black Panther movie, possibly as US State Department Official Everett K. Ross, who's a Wakanda expert from the comics -- which could explain why he was on the other end of that phone call with Klaw in Age of Ultron.
